It appears that state agencies loaned government employees millions of dollars without getting repaid, according to the state controllers office.
Millions in interest-free salary and travel advances have been made to state employees without collecting repayment, according to audits from the controller. . .

I remember in the Navy you could take 2 or three months advance pay, but it had to be in conjunction with a PCS move and you started repaying it right away...

Back in the days before widespread use of credit cards government employees who needed to travel were given "travel advances".
Interestingly enough many government employees have ceased using credit cards for travel expenses simply because the agency financial systems are not properly linked to the credit card systems so the employees end up paying for bills more properly paid by the government.
If you travel much of the time you will have a standing advance, and depending on how fast the agency can turn around payment to you to cover the bills you've handed in you may need an even larger advance.
It isn't at all difficult to run an advance up into the tens of thousands ~ and that's just because the agency's accountants are not qualified for their jobs.
Ol'Jer Brown knows these things. He's just making noise for show to make you think he cares.
Trust me, Jer Brown DOES NOT CARE!
