"According to Newborn, the overall intent of GreeNR is to try the voluntary compliance route first and then move to mandatory if the voluntary route fails which is another way of saying the plan contains "mandates" even though she and the Mayor later claimed there were no mandates in the plan."

Nice.

This is my problem with Agenda 21 and all the other bulldust from the Left is that it IS mandatory eventually and that it is brought in by stealth with ratepayers and voters not having any idea on how it will affect them. I believe that even a lot of lefties would not vote for it if they had the chance and if they were fully informed.

It is worth sharing the continuing process of using basic agreement with the soft sounding appeals of Agenda 21 to continually change alter and expand the powers of the government and grow their partnerships with non governmental organizations (NGOs) and commissions of unelected officials who grant themselves the power to make and enforce rules against taxpaying citizens.

People need to be educated about how this process works. There are two kinds of environmentalists; those who are using the environment to enforce a socialist/Marxist agenda of societal control and the well meaning folks who support them by not being aware of what is going on under the surface.
