Only allow people to vote who are willing to pay the tax, and of course they must vote “Yes.”

In other words, a new tax or a higher tax can be approved, but only if those voting Yes are the only ones to pay it.

If you want higher taxes, you can vote Yes and pay the higher taxes. . .

Just stop giving refunds and you will see how many people see how much taxes they pay. People don’t care about taxes because of that big refund check they get at the end of the year.

The other way is to ensure that over 50% of the voters aren’t going to pay the tax, such as “tax the rich.”

Just stop giving refunds and you will see how many people see how much taxes they pay. People don’t care about taxes because of that big refund check they get at the end of the year.

It's not just the refunds, which are in essence 0% loans, but that the people never see the taxes getting taken out of their checks.
End withholdings and the tax-system would change overnight.
