Linc Chaffee,"Independent" governor of Rhode Island,was scheduled to speak at the Rat Convention...don't know if he's already spoken of is still scheduled to speak.The amazing thing is that while he's partying with the Rats,his state boasts an unemployment rate second only to California's 12%.Rhode Island's is 10.8%
