The fraud would be glaringly apparent with some simple data analytics, followed up by canvassing suspect votes. Dead people are dead, and removed. Criminals are criminals, and their vote is removed. People who haven’t voted in 5 years, but voted this time, are confirmed. We could run every precinct through ACL and filter and dissect the data at will!
Then it’s affidavit time. States may have to hire and pay to have it done, but it could be handled before the elector’s cast their votes next month, after the votes are validated and certified by the SOS.
Votes would fall off like tree leaves in Autumn.
Oh, and make sure EVERY MILITARY BALLOT IS COUNTED - Period!
You are missing the obvious. Once the election is over, the ballots are anonymous. We have secret elections requiring ballots which can not be traced back to the voter.
So if you voted 10 times using different names, after the election is over, all 10 of your ballots do not have your ID in any form or fashion. You can re-count all you want, your votes will still count as 10 votes.
National voting ID and requiring voting in person with that ID is the best way to minimize fraud.

As for detecting dead people, that record is difficult to obtain outside of your county/state. If one dies in Oregon, Iowa has no clue.
No system is better than a national photo ID or a thumb print, along with personal appearance required to vote. In my state it is 100% voting by mail...fraud has to be ubiquitous here.
