My guess would be if they thought to bring their chargers, they probably brought their laptops, TVs, hair dryers and every other convenience they usually plug in.
You said cellphone chargers originally and that is what the article was about. These people lost everything in the flood. I don't think they are lugging around 60" flat panel displays. You were very wrong about the power load of the phones and it was obvious to many of us here. Please don't try to move the goalposts now.

I never damned anyone. I never claimed to know what - exactly - they had (let alone the dimensions of their flatscreens). I merely am pointing out that you and many others here are going nuts over this. Your source? SHTF/nutjob.com. Were you crying about Katrina victims? Nope. Here we have an emergency and obvious hardship but every paranoiac on FR is foaming at the mouth about deathcamps and the suppression of facts.
