The days of the massive, invulnerable armies of the nation-state winning contests with lesser opponents at the drop of a hat are over. I'd be inclined to agree if those freedom lovers were working in concert. But apart from that, there seems to be more of a likelihood that it will just increase the number of people who die, holed up in the basement of a burning house surrounded by a SWAT team.

Dorner did not work in concert with others because he couldn't find anyone who'd "work" with him. However will you work with your neighbors if necessary? Will they work with you? My neighbors certainly will. A $3 laser pointer makes a great long range, secure communication device at night. Diring the day you only need binoculars for a similarly secure communication. Ham radio and, to lesser extent, FRS are also usable - they can be operated at a very low power, so they can't be reliably detected from a larger distance. If you have QPSK or MFSK then the JBTs will be at *complete* loss, not even mentioning that the upper layer can be secured with real, bulletproof crypto. Even the ancient 5-bit RTTY cannot be interpreted by the ear; but in most cases JBTs will not have any radio intelligence - they are just simple cannon fodder. You will be able to communicate on 144/430 MHz NBFM and none of them would know.
