We do not need to know if a “stand down” order was ever given.

We only need to know if Obama, The President, gave the cross border authority. That’s it: Did he or didn’t he? He obviously did not.

There are two situations here. One is the need for a CBA from the President to send in forces from outside Libya. The other is what this article refers to and that is the order to stand down for forces already in Libya. No CBA was needed for that. But 0bama could have countermanded that stand down order as well.

There were forces in Tripoli that were ready to go and on their way to board a C-130. There were also forces on Sigonella ready to go as well. All in all there were enough forces geared up and ready to go, and be in Benghazi within three hours of the start of the attack, to take the whole city of Benghazi.
