There’s no admission of wrong-doing because in his view he has done nothing wrong. He knew in 2010 that 93 million policies would be canceled. The “you can keep it” lie was necessary sales patter. Even in this “apology” he says that in the end people will like it. This “apology” is just another necessary lie, more sales patter.
The lies are a planned part of the agenda, a necessary part of the agenda, to get buy-in.
The apology lie is just another deliberate lie.
