That is not unusual. One state a few years back demoted 1st time auto theft to misdomeanor status due to the high number of auto thefts occuring. It had the effect of lowering the felony rate quite a bit.
The state troopers and local police are ticketing like wildfire for stupid things to get court costs, fines, and lawyer fees in their counties,....unbelieveable.
