The article doesn’t say it, but I think it’s referring to de Blasio’s plan to get rid of the horse drawn carriages on Central Park under the pretense that it amounts to cruelty to horses. But the real reason is that his relative wanted to make a killing on a real estate deal in that area.

I don’t think I’ve heard anything more about it since he came into office, but who knows what’s going on behind the scenes?

Yes, his relative wants to build co-ops to replace the buildings that house the horses’ stables.
