There is no controlling legal authority over the POTUS.

The US Constitution has no provision for checking the Executive short of impeachment.
Unless the opposition has 2/3 of the Senate, the POTUS is SOVEREIGN.

Obama is that Black President in a framed school portrait photo that little 1st and 2nd graders look up to and think there can be black people as President.
