Bullet ban lifted? It was never in place, how can something be “lifted” that never was?
Define "never was" - they were primed for it just as Texas found out that the Obama folks started issuing papers to illegals even though the final law never was.
They will not make the mistake of notification beforehand again - the next ban will be in effect for a week before they make any notifications (or we'll find out as they begin prosecution of the first "offender").
