Could this be a strategy? Since it probably will be revoked by the next president -- after all, The Party seems content to let a Republican deal with the disaster it's made of the country and the world -- then why not let Iran think they're getting something when they're not?

I’m not convinced the Party plans to win in 2016. It didn’t go all out to win in 2008 or 2012. It may be the powers that run the party are expecting Hillary to be President and are just hoping to hold onto the House. Based on the behavior of the Republican Senate, Harry Reid is still in charge so if they lose 2 or 3 seats and go back into the minority, no change.
