Off Base they should meet the CC requirements for wherever they are stationed, and the Base Commandant should actively encourage and implement this. Wishful thinking, eh?
The problem is this. Even 100 feet outside the gate of a military installation, no member of the public should view a military member as ‘law enforcement’.
Understanding this kind of distinction is a bit much for an 18 year old on his first assignment.
NCOs and Officers should, at least, always be able to carry while on base.
Every soldier, no matter their MOS, like every cop, should carry ALL THE TIME. No exceptions.
ALL troops should carry sidearms at ALL times, regardless.

We all remember what happened on that other (unarmed) army base a few years back………….
It’s beyond ridiculous to me that a soldier wouldn’t be permitted to carry a sidearm at ANY time, let alone on base. It’s just ludicrous.
Our troops should be issued sidearms and required to carry them, even stateside in commie states that don’t approve of that sort of thing.
