On its face it’s a paper issued to DHS, not by them.

And that Sovereign Citizens are the greatest threat seems to be the position of State, Local and Tribal law enforcement agencies.

Actually, I can see why a local agency in the hinterlands of the Upper Peninsula might find sovereign citizens to be a greater threat than jihadists at their level.

I don’t know about the study, but the report is lacking.

As I read this fascist justification I could not help but think that what Homeland Security (DHS) wants to call domestic terrorism is actually criminal conspiracies that should be dealt with under Federal and state laws.

America can remain closer to our values if we keep domestic matters to be dealt with by law enforcers while we keep real terrorism defined as an international threat better dealt with by the intelligence and military communities but not DHS.
