It may not have been a bank robbery, but it sure didn’t START at the PP clinic. It was simply the place he took refuge in and took hostages.
#6 proves my response. It did start at the PP clinic - in the PP clinic parking lot.
The bank is down a road. The reason the police are being shot near the bank is they cannot drive up the road to the PP. He has clear access to that road.
