TPP Contains The Vehicle For Passage of Global Climate Change Rules…

The original title too long: The Cold Anger Awakening Continues – TPP Contains The Vehicle For Passage of Global Climate Change Rules…

What is discussed in this brief video presentation is exactly what we previously outlined. The Paris Global Climate Change conference and any agreement stemming from within them, find passage into U.S. policy through the TPP deal.

Go to: http://www.billstill.com Still Report #464 -- TPP Will Force Climate Change Treaty

Any climate change treaty that President Obama might sign up to will have approval not through congress, but through the binding international process contained within the Trans-Pacific Trade Deal.

U.S. Chamber of Commerce Tom Donohue spent over $20 million, in just the Senate, in a six month period, to get TPA -the vehicle for TPP passage- through the docket – * facilitated by Ted Cruz/Paul Ryan and the glorious “fast-track” rider within TPA (trade promotion authority) Cruz constructed for him.

Check out Mitch McConnell’s inbound contributions here. How much do you think Wall Street will send Tom Donohue to keep TPP alive and get it passed ?

$50 million ? $500 million ? A billion?

Trillions are at stake on that single agenda item alone. 40% of the entire globe’s production of goods is involved, and if China and Russia join (which looks likely) then the numbers increase exponentially.

Most people have no idea what TPP is all about. TPA authorization allowed congress to ratify a stealth treaty. “Fast Track”, a rider within TPA, drops the approval threshold to a simple majority – This was the contribution of Senator Ted Cruz.

Remember, even the broad strokes were kept secret, under lock and key, and congressional staffers were not allowed to accompany their boss into the room where it was allowed to be “read only” before the TPA vote.

TPP was kept completely secret – and TPA means only an up-down vote by Congress, with no modification, is allowed. The White House released the 5,544-page text of the Trans-Pacific Partnership The agreement involves 12 countries and comprises nearly 40 percent of global economic output.

Most people, including congress critters, don’t have the will to read this monstrosity. However, there is a a Synopsis FROM THE US GOVERNMENT. Even that synopsis has it’s nasty surprises. Let’s pull out some of the issues:

ENVIRONMENT – As home to a significant portion of the world’s people, wildlife, plants and marine species, TPP Parties share a strong commitment to protecting and conserving the environment, including by working together to address environmental challenges, such as pollution, illegal wildlife trafficking, illegal logging, illegal fishing, and protection of the marine environment….

They reaffirm their commitment to implement the multilateral environmental agreements (MEAs) they have joined. The Parties commit to provide transparency in environmental decision-making, implementation and enforcement…..

Finally, the Parties commit to cooperate to address matters of joint or common interest, including in the areas of conservation and sustainable use of biodiversity, and transition to low-emissions and resilient economies.

THE TEETH! – Unlike some other treaties the TPP has enforcement. Worse, as can be seen if you read between the lines it has ENFORCEMENT FOR OTHER TREATIES!

The Guardian says this about the Trans-Pacific Partnership trade agreement:

Leading arbitration lawyer, George Kahale (chairman of Curtis, Mallet-Provost, Colt & Mosie LLP, an international law firm) says there are critical loopholes in the Trans-Pacific Partnership’s investment chapter that leave Australia wide open:

[…] an MFN clause is tantamount to a classic wipeout move. It would enable foreign corporations from TPP states to make a claim against Australia based on the ISDS provisions in any other trade deal Australia has signed, no matter which country it was signed with.

That means it does not matter how carefully the TPP is drafted: foreign investors can cherrypick another treaty Australia has signed, and sue the Australian government based on the provisions included in that treaty…..” (link)

If you go back to the official US Government synopsis we find:

DISPUTE SETTLEMENT – The Dispute Settlement chapter is intended to allow Parties to expeditiously address disputes between them over implementation of the TPP.

[…] TPP Parties aim to have these disputes resolved through impartial, unbiased panels.

[…] hearings will be open to the public unless the disputing Parties otherwise agree, and the final report presented by panels will also be made available to the public. Panels will consider requests from non-governmental entities located in the territory of any disputing Party to provide written views regarding the dispute to panels during dispute settlement proceedings.

Should consultations fail to resolve an issue, Parties may request establishment of a panel, which would be established within 60 days after the date of receipt of a request for consultations or 30 days after the date of receipt of a request related to perishable goods.

Panels will be composed of three international trade and subject matter experts independent of the disputing Parties, with procedures available to ensure that a panel can be composed even if a Party fails to appoint a panelist within a set period of time. These panelists will be subject to a code of conduct to ensure the integrity of the dispute settlement mechanism.

[…] The final report must be presented no later than 30 days after the presentation of the initial report and must be made public within 15 days, subject to the protection of any confidential information in the report.

To maximize compliance, the Dispute Settlement chapter allows for the use of trade retaliation (e.g., suspension of benefits), if a Party found not to have complied with its obligations fails to bring itself into compliance with its obligations.

[…] Before use of trade retaliation, a Party found in violation can negotiate or arbitrate a reasonable period of time in which to remedy the breach….

So it looks like we got their globalist climate treaty only they called it the Trans-Pacific Partnership treaty. So, what happens in Paris ?

Well, according to TPP anything agreed on and signed by President Obama in Paris is then enforceable under THIS TPP TREATY.

All of the candidates with red circles are specifically on record supporting TPP; or they have participated in the legislative process to specifically advance TPP.

GOP candidates TPP *Footnote and Related:

ted cruz large*Currently on leave from Goldman Sachs – While on the Council of Foreign Relations HEIDI S. CRUZ completed a task force report on Building a North American Global Community – she was also an energy investment banker with Merrill Lynch in Houston, Texas. She served in the Bush White House under Dr. Condoleezza Rice as the Economic Director for the Western Hemisphere at the National Security Council, as the Director of the Latin America Office at the U.S. Treasury Department, and as Special Assistant to Ambassador Robert B. Zoellick, U.S. Trade Representative. Prior to government service, Mrs. Cruz was an investment banker with J.P. Morgan in New York City.

HR2146 (TPA “Trade Promotion Authority” or “Fast Track”): This House Bill #2146 originating April 30th ’15, became the vehicle for passage of Trade Promotion Authority (TPA) for the Trans-Pacific Partnership (TPP) trade deal.

HR2146 was originally introduced in the House of Representatives as a bill to address issues with retirement funds of federal law enforcement officers and firefighters.

In April of 2015 Senator Ted Cruz and House Ways and Means Chairman, Representative Paul Ryan, supported TPA being added to HR2146. Their support was most notable when they posted the following Op-Ed which appeared in the Wall Street Journal on April 22nd:

http://paulryan.house.gov/news/documentsingle.aspx?DocumentID=398270

On May 12th HR2146 passed/agreed to in House: On motion to suspend the rules and pass the bill, as amended. Agreed to by the Yeas and Nays: (2/3 required): 407 – 5 (Roll no. 220). (text: CR H2848) The bill passed the house 407-5 because it was not controversial.

As planned, on June 4th 2015 The senate passed the house bill “with changes” notably an amendment “adding TPA” (thanks to Ted Cruz) and TAA (needed for Elizabeth Warren coalition) By unanimous consent thereby avoiding a roll vote on record.

https://www.congress.gov/congressional-record/2015/house-section/page/H4507-4518

On June 18, 2015 the House accepted the TPA change (Paul Ryan spearhead) and removed TAA (the financial assistance package for training of union workers – this angered the Pelosi Dems). Nancy Pelosi had to be arm twisted by the White House to go along with HR2146 with TAA spending removed – she acquiesced.

Without TAA HR2146 passed again in the House, only this time with a much closer vote of 218-208, and went back to the Senate to resolve differences. (The difference was the removal of TAA)

https://www.congress.gov/bill/114th-congress/house-bill/2146

On June 24th HR2146 (TPA without TAA) Then passed the Senate (Ted Cruz did not attempt to block or filibuster because this was the original plan all along). The bill passed in the Senate 60-38 (3/5ths passage rule).

http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?&congress=114&session=1&vote=00219

On June 29th Obama signed it and HR2146 became law.

Senator Ted Cruz voted for Cloture on TPA Fast track trade authority removing the hurdle and concern of further amendments and clearing the way for passage. Again, like “unanimous consent” cloture votes are not recorded roll call votes. Thereby Ted Cruz could obfuscate his support. He figured to hide, see how that works?

However, Cruz advocacy could not be hidden entirely. On another bill HR 1314 Cruz voted against an amendment to the Trade Deal that would require congress to be consulted if China (or other nations) were to join after the fact:

Senate Amendment 1251 “To require the approval of Congress before additional countries may join the Trans-Pacific Partnership Agreement”…

http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=114&session=1&vote=00189

Cruz voted NAY. Directly saying he did not want congress to be consulted before other countries, namely CHINA, could join TPP.

♦ Remember during the last GOP debate who was saying China is not part of TPP, contrast against who was honestly saying TPP carries a backdoor for China (and Russia) to join. Now consider:

NOVEMBER 4th – In an interview with Russian interstate channel Mir TV, U.S. Secretary of State John Kerry invited China and Russia to join the Trans-Pacific Partnership (TPP).

“We invite people to come join other initiatives, like the Trans-Pacific Partnership, the TPP. We welcome China, we welcome Russia, we welcome other countries who would like to join, as long as they want to raise the standards and live up to the highest standards of protecting people and doing business openly and transparently and accountably,” said Secretary Kerry. Donald Trump was entirely correct. Senator Rand Paul stated that China is not part of the TPP deal, and jumping on the bandwagon – the initial media tried to ridicule Trump. However, they were wrong, and Trump was indeed accurate.

This Climate Change Treaty will destroy our nation, as our Congress will not be able to vote on it and other groups will be able to affect our internal activities.

This has Sen.Ted Cruz and Congressman Ryan's fingerprints all over it.

Be sure and read this article. Commenting without reading it completely will make you look like an fool.

Another hypocritical failure to thank Cruz for. He voted for it before he was against it or is it the other way around. Loser.

TPP- yet another position in which I am in complete agreement with Donald Trump. I am confident that TPP will not make my life any better than NAFTA did.

I think I have heard enuff to say Sen. Cruz has lost my vote. The idea that other countries can call the shots on internal US policies tell me all I need to know. The GW treaty is just one heavy duty scram, I don’t see any benefit from the GW to our country just more fees, taxes, and regs.

This is a good example of what I pointed out to the Trump haters. Cruz is not perfect, he seems to go along to get along with TPP and the special Iran deal vote and other things. I don’t think Trump will capitulate on things like this. I still like Cruz a lot but I am watching him carefully. I prefer for Cruz to be VP and I think he will do the right thing with Trump’s charisma and leadership.

Yes... a lot of our first instincts were right, weren’t they?

EVERY politician knew exactly what was in this monstrosity.

Only Sen Jeff Sessions, a true patriot, tried to sound the alarm. And, he was chided....by Cruz, of all people....for doing so :(

And people get upset when I say I don’t want a ‘politician’ in the White House...I don’t trust any of them....

This deal has Cruz’s fingerprints all over it...and when he stands there and tell you he’s the ‘only’ one fighting for this Country, and you know this about him, are you going to believe him? I don’t, haven’t and won’t...in fact, now that some of this stuff is finally coming out...I don’t want him any where around Trump....

Thank Goodness we have a very strong candidate that we are supporting that knows what the heck he’s doing...he tells us all the time in his speeches and we know what to expect....

GO TRUMP GO!!!

I can not understand how Cruz supporters can overlook his support of this, along with his other “mistakes” in the Senate. He is not an outsider, the true conservative. In other words -

He is a liar, hoping that his supporters ignore the fact that he is on the side of big money, bought and paid for.

OR

His brilliance, his wonderful intellect, the smartest guy in the room as we are constantly reminded, is a lie and he is stupid enough to not see what this would lead to.

My vote would be he is an out and out liar, scamming the electorate and hoping we are too stupid to see it.
