It gets misused to mean that, for sure.

It also gets used to mean contracting out government functions that used to be performed by government employees. Mundane stuff like accounting, building code enforcement, IT infrastructure, that sort of thing.

There are advantages to doing many functions via contractors, avoiding assured lifetime employment being one of them.
