You need to go and read the Immigration and Nationality Act of 1952 in regards to Ted's mother. Until evidence is given otherwise, there is no legal evidence that Betty Cruz personally & formally contacted the US State Dept and renounced her US citizenship, therefore, Betty Cruz being a ‘natural born’ US citizen, no act on the part of any government can remove that status form her. She has to do it of her own volition.
