IF Cruz were eligible then there is no reason why Mitch the Senate would not pass a resolution for Cruz like the Senate did for lord McCain... Occasionally Mitch the Senate does get somethings correct.

Why would you think McConnell would want to help Ted out? I think McConnell is supporting the Cruz campaign to destroy Trump and the ineligibility is a poison pill the GOPe can deploy when & if they want to. One more way to control Cruz. The resolution to support McCain was eyewash in any case. Resolutions are not binding, not law. They are position statements.

There is special circumstances related to being born in the Panama canal https://www.law.cornell.edu/uscode/text/8/1403 but the citizenship category is citizen not natural born citizen. The Congress is only empowered to act on Naturalization so any citizenship it grants is naturalized.
