With a small, but powerful group of inexperienced advocates pushing for women in combat, why did the majority of Congress and the Pentagon completely ignore the study, which basically confirmed what everyone already knew and what 2,000 years of recorded military history substantiated?

This is ideology driven and not scientific. Instead of putting women in valuable roles where in combined arms strategy would be advantageous, such as lower intensity longer term tasks, they are out where they would fail and vice versa.
Any one not getting the morphology of survival of species or in war as a combined arms tactics is an utter idiot. It is like they have turned god upside down, making the temporary secular a permanent mandate of religious like consciousness.
It is like smoking bans, making people feel guilty for smoking in their sleep or at home simply because there is a no-smoking near fuel sign at work. The secularists have taken it upon themselves that somehow being born man or woman is a permanently imposed ideological fixture of life when it only is one driven by certain temporal necessities, even if such necessities must be maintained. It is a schizophrenic exercise in sciences.
