What was the basis for the restriction? Was it a law in the state of Virginia? If so, by what authority did he reverse it? Is this a dare to impeach? Will there be law suits challenging the change and/or his authority to unilaterally make it? If he can do this why can’t he do the opposite and ban smokers from voting?
