If that happens, then it’s kicked over to the House and they vote.

The House of Representatives elects Trump, and the Senate elects the VP. If the Republicans hold the Senate majority, they’ll elect Pence. If it’s a tie or a Democrat win, the Democrats (plus, I think, Joe Biden) will elect Keane as VP.

The reason the House will elect Trump is that the House votes one vote per state delegation in the vote for POTUS, rather than one congressman, one vote. And even if the Democrats were to win a majority of representatives in the House, they would not control 25 state delegations, because

  1. Republicans do well in the low-population states, and

  2. Republicans have a natural gerrymander advantage because of the Democrat concentration/dominance of the inner cities. Consequently, in the House delegations the Republicans punch above their statewide popular vote weight.
There may be some NeverTrumpers among the House Republicans - but I seriously doubt that there are enough of them who feel so strongly about it that they are willing to face their constituents after having elected Hillary Clinton after Trump has won 269 EV. Probably not enough of them to swing a single state delegation. In the scenario that Trump wins 269 EV the Republicans probably don’t get blown out in the House, anyway.
