It seems to me like the action described would be a blatant violation of HIPAA regulations, which are in place to protect confidential medical information. I am not sure how they get around that.

On the other hand, it may be appropriate for some review in situations where psychotropic meds are prescribed for children, but not sure how the government plays into this idea.
