Well, if so, they are going to have to match up the number of ballots with the number of registered voters in Dane County. Considering that not all of the registered voters actually cast a vote, the total found in the recount (and in the “certified” first count) should be somewhat less than the total number of registered voters. No? If we see 150% more ballots than registered voters in the recount, massive fraud would have to be the answer.
