This is nonsense when applied to using leverage on corrupt politicians. You destroy them before they destroy you. You don't go like Ted Cruz, promising not to attack Bill Clinton or going after them on sex scandals.
You’re right, that was stupid of Cruz. Discretionary prosecution is also stupid. Laying down is not the only alternative to playing dirty. You can also just prosecute without regard for politics or privilege.
