Go ahead and eliminate it, except for maybe a small core if it turns out to be really necessary.
DOE, EPA and several other departments could easily be reduced to, say, 10 man advisory panels to Congress.
They should have NO legislative power of their own.

It is easier to tear it up from the inside than from the outside.
Plus, of course, he can at least make sure that regulations are removed that have and continue to hinder the production of energy (and, thus, job creation). Take the chains off of this critical part of the economy, and the economy will have in place one of the key pieces on the chessboard necessary to have a real boom. The other 2 key pieces are tax policy and trade policy.

Trump’s main goal is to reduce the deficit and debt.
I think he plans on making America not only energy independent, but a net exporter of oil. He appointed a Texan to lead the dept of Energy and the CEO of Exxon to be Sec of State.
He also appointed US Rep Cathy McMorris Rodgers, a climate-change skeptic and an advocate for expanded oil and gas development.
It’s all making sense.

It's certainly reasonable for a department head to campaign for an increase in personnel in order to accomplish their mission. I see no reason to rule out having a department head campaign to have personnel decreased if they are unnecessary to the mission.
A lot depends, of course, on who gets to define "the mission".
