At that point, no one will care about who paid in, or who promised them what.
The real problem is that many responsible folks included Social Security and Medicare in their financial planning for retirement. They were assured that was a sound policy.
In the early 1990's the company I worked for got rid of its pension program. I had planned on a pension and it took me 20 years to fully recover.
If we hope to repair SS and Medicare we'll need lots of runway to allow folks to revise their financial plans (assuming they have a plan).
