I believe that's the situation in a majority of NYC schools. They are cesspools of thugs and failure.

Oh, that’s easy. Simply change their grades administratively from F’s to A’s and B’s. Instant success!
And many principals have recently been under fire for doing precisely that! Teachers are being threatened with unfavorable evaluations unless they pass anything that can fog up a mirror now in NYC schools. Even no-shows.
And Los Angeles isn’t far behind. We are now being pressured to switch to a grading system called Mastery Grading. I don’t know much about it yet, but one fellow who uses it seems to have a grading scale on which a 40% is a C. So... this will be fun.

Based on your recollection from your mother, I'd say she was exposed to one of the counterfeit stories with illustrations featuring a child from an entirely different continent.

They’ve been doing that for 50 years in places like Detroit, D.C., and Baltimore. The results are less than stellar.
Up From Slavery is a remarkable book. Booker T. Washington understood what blacks needed (and need) to do to move ahead. He had to fight the likes of W.E.B. Dubois, who branded Booker T. Washington an “Uncle Tom”.
W.E.B. Dubois thought capitalism was racist (probably in much the same way liberals today think guns and SUV’s kill people)
Booker T. Washington was a pragmatist who had incremental and fundamental ideas about what blacks should do to achieve equality and parity with whites.
W.E.B. Dubois was fully what we call a “Social Justice Warrior” today.
If only more blacks had sided with Booker T. Washington instead of the likes of Dubois. I think things would be much different today.
The great society programs destroyed the black family. Before that, many of the metrics defining family life were close to those of whites. We know what happened after the legislation.

STEP 0: Dear black people in America. This is the 21st century. Most, if not all, of your racial problems are caused by your black “leaders” and poverty pimps.
Act like a responsible citizen and you will be treated as such. Listen to your black “leaders” and act like a victim and an ass and that is how you will be treated.

Black people is the USA have more chances to get ahead but most squander it. They much prefer to dwell on past history, blame others for their woes, wear their pants down around their knees instead of getting an education.
Liberal whites are as much to blame as they always are ready to make excuses for blacks failing make the grade. they have weakened the level of educational requirements so the lazy people can keep up.
I think Americans generally and Americans of African ancestry in particular are unaware that there are "black" populations in several other parts of the world which have no close genetic ties to sub-Saharan Africans, including India and Australia.
