The City of Sacramento, under the short reign of former State Sen. Darrell Steinberg (D), now Sacramento Mayor, just approved free electric Zipcars for residents of Sacramentos public housing projects. Wow!
But dont worry taxpayers The program is funded through a $1.3 million grant from the California Air Resources Board using cap-and-trade funds that businesses pay to offset their carbon emissions, according to the Sacramento Bee. In other words, the money extorted from California businesses for the privilege of being allowed to continue doing business in this state, is paying for these free cars for people who dont work.

Cause those neighborhoods would have the most responsible drivers.

Zipcar is actually a cheaper rental company with lots of brands and models available. Cars like Corolla are probably most common. Maybe some FReepers who have used Zipcar can tell what they drove.

ZipCar provides short term (usually by the hour) rentals and dispersed pickup locations. You pay a monthly fee, which is fairly low. You reserve your car online. Cars are located at scattered sites, unmanned, around a city. I've never used the service, but I gather that when you reserve a car, you get a code that allows you to unlock the car. I don't know if members have a key as well. Anyhow, you can rent by the hour and are responsible for returning the car on time for the next user.
It's an excellent service for people who just need a car, or a second car, for occasional errands. If you are living in the city, don't commute by car, and really only have a car for running to the grocery one or twice a week and for weekend jaunts, it's a great solution. The business model depends on finding enough dedicated parking spaces in residential neighborhoods to provide convenient pickup points. My wife and I have considered dropping the second car and joining, since there's a four car parking pad in an oddly configured bit of spare space in the alley behind our house. One of my reservations is that all five cars are generally signed out. Clearly it's well used, but that means I might not be able to count on it for spur of the moment trips. The other side of the coin is that we're paying for two cars that spend most of their time parked in front of the house.
I've not heard that ZipCar suffers from a vandalism problem, and clearly the security features are good enough that they're not easy theft targets. ZipCar also installed security cameras covering its lot in our alley, which all the neighbors applauded since alleys sometimes attract the wrong sort of vermin.
How do you prove your status as “poor”?
They're typical small or midsize sedans. Members have an app on their phone with which to book one. They are parked at various locations; the app will tell you where to pick up the nearest one. My son and daughter-in-law in D.C. have used them quite a bit when they needed more than just an UBER ride.
