FTA: Most Americans (86%) say its OK to go into credit-card debt to pay for necessities such as emergency purchases, medical expenses and expenses related to unemployment. But about even more people (87%) said they would be embarrassed to go into debt to pay for unnecessary purchases they cant afford, nonemergency travel expenses or cash advances, NerdWallet found.

So... only 13% of Americans have the aptitude to serve in Congress.

Think about it. According to the thinking of these people, is it okay to go in to debt for necessities while they spend immense amounts of cash on unnecessary purchases? The question should be "is it okay to make unnecessary purchases if you can't afford to pay cash for necessities?"
Another thing would be to "define unnecessary purchases". I would wager that there are many people who think smart phones, eating out, SUVs, air conditioning, trips to the amusement park etc are necessities.
