Suggest they might serve the (presumably honest) new FBI director with a FOIA request for travel records, expense accounts, etc. for any Feeb agents (`Miller’?) traveling to this Rooskie’s location (prison?) on that date.

Clearly he can find out if an Agent(s) visited this person. Since it was outside the USA there is no reason for FBI to be involved. If it looks good, DOJ can give this guy immunity. Lets get moving.
