Whoever the video sponsers/makers were - they were not Americans; no matter that they wanted to call Obama out, I assume they have their own agenda, and not being American, I would not trust them.
The voice, language and pronunciation of the presenter gives them away,

That was not the voice of a human. That was software vocalizing text and showing the deficiencies of speech pattern recognition. There are a couple of YouTube channels reporting on defense technology that use the same speech bots. There's even one that has a British accent. It's hilarious!

Macedonian content farmers. They provide to a perceived market niche and usually play all sides with multiple channels. It’s all just fake, done for the monetization.
I skim the headlines at YT these days and rarely click unless it’s a channel I know with a live person....and that even includes the cooking vids. Some of the *craft*/lifestyle vids from outside the US are somewhat interesting, but again, it’s content farms. Moderately better than the usual clickbait and beats solitaire for time-killing.
All about all 0bama ever did was pretend.
