The article misses the point. Yes this pistol is crude. It is homemade, with hand tools, from the look of it.
And now the maker has a pistol that he didn’t have before. Plus the experience which would allow him to make another, probably better gun. A gun which the authorities would not know that he had, in a part of the world where one might fear the authorities as much as the outlaws.
The only question is, will it shoot?

The VC made copies of the 1911 out of C-rat cans and landing mats.
While I never saw one of the "copied" ones personally, I did see a "recovered" 1911 that had been adapted to a .38 cartridge.
The magazine was, literally, made of discarded C-rat cans.
The last I knew of it, it was residing in a SF museum somewhere.
But the whole point of the copies and re-manufacturing is to use it to take a real, working weapon from the opposition.
