My best friends son is an officer in the Texas Nation Guard and was activated for the Harvey Hurricane and flooding in the Houston Area. I asked him about the civilian volunteers. He indicated they did great work although there were problems with coordination as they just showed up to help. Oddly it came to the point that they had to turn away help relative to supplies and boats. There were more volunteers and supplies than needed.
The civilians of Texas did good as our brothers in Louisiana that came to our aid did good also.
