Nah. The weather is too nice there. Find an island off the coast of Eastern Canada where the water is always to cold to risk swimming through if they escape.

Me....I would turn Puerto Rico into the “Gem & Las Vegas of the Caribbean” with grand hotels, superior, island vacation spots, along with a diversified manufacturing economy and strong military location for the USA military.
The Democrat Party has destroyed the Puerto Rico people, economy, and the business base of the island. It needs to be politically destroyed on the island, immediately.
Before ya all go looking to jump on the Puerto Rican people, I think you should take a look at the 2016 POTUS results from St. Lucie county in Florida, a hot bed of Puerto Ricans that settled there. You will be amazed at how that county voted For Donald J. Trump to become POTUS.
My game plan, would “MPRGA”, Make Puerto Rico Great Again, and work to destroy both Cuba and Venezuela in that process. Shucks we could then take over Cuba & Venezuela, expand the USA to a MEGA power in the Caribbean and South America, let the industrious, hard working Cubans & Venezuelans be all that God meant them to be...Free, with Freedom, Liberty, Equality, Opportunities, Great jobs, Great education...GREAT FUTURES!!!

The warm waters around the island are preferred by sharks. And that island which the Navy used as a gunfire range? Vieques? Put the death row folks on that rock and fire at will. As far as the weather being too nice, just save the energy costs and forego air conditioning. It’s all good.
Umm, have you seen a map of Puerto Rico lately? The waters surrounding it are not exactly the English Channel. Even near the Equator, ocean or sea water is freezing.
