No it was the rural counties that didn’t get out to vote. The urban counties -Jefferson, Madison, and Montgomery - saw about 45% turnout. Rural counties like Cullman, Chilton, Walker and Moores own Etowah saw turnout of 35-38%.
I live in Va, and we almost lost the General Assembly this past November. That was a shock to even the Dems. Sure Va votes blue nationally, but never came close to being blue on a local level for the last 20 years.
The dems are whipped into a frenzy, and believe me, They Will show up 2018. Myself included will have to to double efforts to get votes out in 2018.
