Could be. The level of shock by House members after reading the 4 page memo seems higher than it should be for just political spying.
Perhaps the spying did directly lead to the death of Seth Rich. If so, the Dems have a LOT to worry about.

After Seth’s death, you would think that the FBI would have been drawn in and review all social media and emails that Rich wrote over the last year. Little has been said about this, which I do find odd...but then maybe they don’t think anything fits into the murder/shooting itself. In their mind, it’s all still a classic DC shooting episode, where you were out at 1AM and that made you a target.
It would surprise no one that with the Witch at the helm she’d spy on her OWN people too.

Remember that FISA applies to monitoring of foreign targets, so Seth Rich would have to have been in contact with an overseas target. No doubt Julian Assange or his friends would be likely targets and perhaps Rich was picked up with them and unmasked

My theory is that the memo contains a description of extensive surveillance of political candidates and their families ... using foreign assets for the job ... for the purpose of destroying these people as political candidates ... and blackmailing them if they are in office. The reason you don't hear more GOP leaders demanding the release of the memo is that many of them are trying to figure out how badly they've been compromised already.
