No, you misread the statute. It says:
§2384. Seditious conspiracy If two or more persons in any State or Territory, or in any place subject to the jurisdiction of the United States, conspire to overthrow
The PLACE is subject to the jurisdiction, not necessarily the people. Treason appears to be concerned with a foreign enemy, whereas sedition concerns those who are in the USA or other place that is subject to the USA jurisdiction.
So, what these people are apparently guilty of is Seditious Conspiracy, not Treason.
