If you aren’t near a facility to play a given sport you are generally going to more or less suck at it! There is nothing wrong with only sending the BEST athletes! Summer Olympics teams tend to have a much higher % of black athletes with good reason, look at the sports! Winter Olympics have almost no blacks for one very good reason, most blacks don’t live anywhere near the snow! It’s just the way it is!
