NO. I second that. His education institution falls under the state. It is more appropriate to be honored by the state militia (National Guard) as his heroics matches Title 32 authority, not Title 10.

And by God, the sovereignty and focus needs to swing back to the states, and we need to stop running to the federal government to right the hurt dealt to us. Even symbolic.
