I came to this same conclusion long ago ... Comey and Clapper had to criminally manufacture their reason to obtain a FISA warrant because they had been spying on the Trump campaign (and almost certainly others) in a criminal fashion for a long time.

This whole FISA mess was a CYA attempt after the fact to try to make the criminal spying done by the intel agencies to appear legal. I strongly suspect that at least some of the FISA judges were in on this.

I recall that when the news of the Carter Paige warrant broke, some said: they will not be able to go back and dredge of all the conversations before the date of the warrant. I asked myself at that time, what data would they dredge up? The answer I came up with was those that had been illegally gathered.
