This is my guess. The Horowitz report will echo Hillary's criticisms of Comey: (1) Comey was supposed to simply exonerate her, not give a long-winded explanation for doing so and (2) Comey was supposed to sit on the Weiner laptop Hillary emails until after the election.

I suspect those who think Horowitz will come down hard on Comey for the way he failed to properly investigate and prosecute her, i.e, not using a grand jury, letting her destroy evidence, handing out immunity like candy, etc., will be disappointed.

But this report will also breathe life into the moribund Hillary Clinton, who will stagger to her unsteady feet and once again shriek that the election was stolen from her. Just having to listen to her voice is punishment for America.

It’s my understanding that this is just the first IG report, which deals with Hillary’s transgressions and the way the FBI handeled her investigation.

Subsequent reports will be coming out dealing with the FBI’s role (Strzok, Page, Comey, Rosenstein, McCabe) re: the phony dossier, filing a false affidavit to the FISA court etc.

I believe that the ONLY reason that Comey wrote that letter and opened the “investigation” (if that’s what someone wants to call that charade) was in order to pre-empt the NYPD from releasing what it had from Weiner’s (non-classified, non-authorized) laptop that came from the State Dept., courtesy of the Wicked Witch of Chappequa. If Comey hadn’t written that letter, the information would have gone out, in an uncontrolled manner. As it is, Comey was able to pretend that some 50,000 emails were somehow miraculously reviewed by some magic software in a matter of days, and to then “clear” Hillary of any wrong-doing.

Remember, the OIG’s purview is allegations of misconduct by FBI and DOJ employees. There are other ongoing investigations that are focused on other things, including the Clinton Foundation, Hillary’s private email server, etc.

The OIG report will lay the foundation for further actions by the DOJ, if warranted.
