The article says something about NY state laws on charitable contributions so I am guess the CF was registered in NY state. I don’t know much about laws for charitable orgs.
There are several reasons to have a state interest in this kind of activity. Deductions of contributions effect state taxes. This fraud probably cost NY millions.
