Only five states (10%) generally forbid the open carry of holstered handguns. It appears that Florida and South Carolina are in contention as the next states to restore legal open carry. That would leave only New York, Illinois, and California.

Though New Jersey may not specifically forbid open carry, it is so difficult for the unconnected to obtain any carry permit that nearly all carry is effectively forbidden. "May issue", my @$$!

New Jersey and Hawaii are so close to “no issue” as to be insignificant.

I recall that Hawaii, for several years, had *one* concealed carry permit that was not for a security guard.
