Although this could change depending on the whims of Mainland China, for now Hong Kong has free and open internet. Google, FR and everything else works just fine there.
It’s an amazing experience to spend a day in Hong Kong after traveling around Mainland China. The energy and vitality of a free society is overwhelming after spending time in a country under totalitarian control.
