Is it possible “Five Eyes” refers to five of the 17 federal intelligence agencies; such as, FBeye, DeyeA, eyeNR, EyeOA, and the ODNeye. (FBI, DIA, INR, IOA, and ODNI)?

Just guessing.

It was born out of American and British intelligence collaboration in World War II, a long-private club nicknamed the “Five Eyes.” The members are five English-speaking countries who share virtually all intelligence — and pledge not to spy on each other: USA, UK, Australia, New Zealand, & Canada.

The term "Five Eyes" officially refers to the intelligence alliance comprising the five nations Australia, Canada, New Zealand, the United Kingdom, and the United States. It's governed by the UKUSA Agreement, which goes back to WW2.

In the intelligence community, they abbreviate it FVEY. For instance, on a classified document, the marking "REL TO USA, AUS, GBR, CAN, NZL", meaning the information can be shared with those five countries, can be shortened to "REL TO FVEY".
