That’s probably because they’re parasitic government employees.
It could be that the economy, which is still in the early stages of liftoff, haven't reached them yet (think 1982 - Reagan's economy took a bit to get going).

They are ones who will never try to take advantage of a strong, growing economy and will always wait for someone from the government to bail them out.

When you get a government check you don’t care or notice what the economy is doing. You really have no connection to it.
There can be a lot of reasons for the 31% to answer the way they did. If they are in a career that is stable, such as in the FBI where they can't even be fired for trying to overthrow an election, they probably can't tell if the economy is doing well or bad outside DC because outside DC might as well be Mars.
Or lots of people judge the economy by who is in charge politically. A guy I work with put all of his investments in cash because he is sure Trump will crash the economy. He has since let a 30% rise in the stock market pass him by.
They probably didn't see an increase in their welfare benefits.
They ain't working and their EBT cards ain't getting any big raises......
