The discussion I've heard on it is along the lines of "if CPD is required to fill out a form every time they unholster their weapon, their lives will be in danger because they'll stop drawing their weapons for not wanting to fill out even more paperwork."

I figure it this way: at some point if you're a cop and are stuck filling out endless amounts of paperwork for everything, you may as well just shoot all the gang banging thugs and be done with it. That's the only sure fire way (pun intended) for the paperwork to eventually STOP.

No more gang banging thugs = no more paperwork.

There is a certain logic to it, isn't there.

That or something very much like it is coming. Wouldn’t surprise me if the few decent folks in those neighborhoods started taking the trash out themselves.

And have you noticed how McCarthy can’t seem to get himself arrested? He ripped Rahm a new one yesterday and the press barely said a word about it.
